It is probably easier and cheaper than make one yourself. Strobe lights are basically a high voltage generator, a trigger, and a xenon flash bulb.
The difficult part of the construction is, parts are very hard to come by, especially the high voltage components, and even if you can get one, single component pricing is rather high.
Voltage involved in strobe lights are somewhere around 5 to 10KV. At these voltage, unless you are experienced in building high voltage circuits, it is easy to get flash overs and damage components or hurt yourself.
I wouldn't recommend it...

Kits are available to do this but you can often buy complete strobe lights for the same money. See the links below.
