Depends upon how long has it been since you have known this girl and what kinda girl she is.
The best advice is do something which guys don't normally do. The best example: ask straight forward "Do you wanna go out for a coffee/snack/make up something."
And don't appear like you are a teenager, while asking her out. Act like it is cool if she says no, coz you just want a company while eating/watching movie or whatever you asked.
Otherwise, long term approach is, if you love this girl: do not ask her out, but do not enter the friend zone, keep flirting mildly with her, make her think that you are gonna make your move. But do not make it.
Result??? SHE WILL ASK YOU OUT. Believe me. works everytime. but takes longer time. recommended only when you want to get seriously involved.

Ask her to do something (movie, dance, ect). Don't just ask "do you want to go out sometime?"
oh yes, give it a day. Such as "Would you like to see the Superman movie with me on Friday night?"

find a girl that you would like to ask out and go for it.Just ask if she'd like to go for a drink sometime or maybe go to the cinema.

if shes a romantic then try flowers and a date at a romantic resturant...if they are crazy then maybe a rock concert...if all else fails just ask them out
