he is a min-pin chihuahua mix...7 months old ..just had him nuetered...his behaivor is worse than before...he tore up the carpet and is biting our other dog...refuses to be without her for a second but sits there and bites the back of her neck constantly..also tears up everything in house if he does not get attention 24/7...any help with this matter would be gratefull!

Min Pin/ Chi mix would make for a very assertive aggressive little guy. Both breeds are head strong and hard to train.
Crate him if you are not watching him and that will stop the tearing up stuff. Sounds like he is spoiled and had very little training. Get working on him now or you may have 15 years or more of spoiled doggie hell. Sounds like he runs the house now.
Get working on him get into a training class or at least a book and start working his spoiled little behind and get control so you have some peace in your home and your other dog gets some peace also.

He is only 7 months old. Still just a puppy. What does the other dog do when it's attacked? This is play for most dogs. Your other dog is a female you say, that to will make him act weird. I have a female dog that loves to tease older and neutered males. Almost as if she knows that they can't do a darn thing about it.

Discipline him for tearing up what he shouldn't. give him options that he can wreck. Old stuffed animals are great. We have a bag full for our girl. If the female doesn't like what he is doing she will let him know eventually. He is just a pup, so to him it's play time all the time.

That would be best answered by your vet. I know that it is supposed to ease some of the aggressiveness in male dogs when they get neutered. But he still might be producing to much testosterone. I am sure they have a simple blood test for that.

7-8 months are the worst time - like a teenaged human. This is adolesent rebellion not agression per sea. I recomend a basic Obedidence course so you have the tools to show him some boundries.

Would a muzzle be an option? Or if you're willing to always watch over him, ALWAYS have him on a leash. Everyday, give him love when you take him for a walk. When he does something good like do his business on his newspaper (or puppy pad or outside) make a big deal out of it. Say "GOOD BOY!" cheerfully and rub his tummy. Maybe then he'll stop being aggressive....a muzzle always works though! HOPE I HELPED!

It might be because the dog thinks that you might hurt him/her because the neutering had scared him.
