try some hot curlers my hair is the exact same way i can never get it to curl

mousse sucks the best thing is loreal studio hot curl its a heat activated curling spray you spray it on youre hair (i suggest strand by strand)curl the strand with a curling iron if you have long hair get a girlfriend to help this spray is great because it leaves hair soft and it protects from heat.and i know its gonna sound gross but you should never try to curl freshly washed hair,i know it sounds icky but ask any stylist i swear its true don't wash it for a couple days like 2 days tops and you re hair should curl up fine.

I had the same problem and started using a curling iron. Now the curls stay and look much more elegant. Try Chi ceramic curling iron or Revlon ceramic curling iron.

my mom uses conair hot rollers. just put them in and leave them in for about 15 minutes.
