Iaido obi are wider and stiffer than those used in other martial arts because they have to support the sword and saya. I've seen obi that are obviously homemade, it merely takes a long piece of material (long enough to go around your waist at least three times and leave room for tying). If the material is not sturdy enough you can take a wider piece of material and fold it over and stitch it several times down the center to stiffen and support it.
Obi do not have to be expensive; you can find basic iaido obi for as little as $15.00 at e-bogu. There are plenty of other sources out there as well. You probably couldn't make one for less than that because you would need to buy enough material to make half a dozen obi just to get the length you need for one.

If you have a "little Tokyo" type area, go to a used Japanese clothing store. That's where I go my obi and kimomo for iaido.

i think that since an obi is basically worn around the waist, you could purchase any shiny wide material and attach velcro to secure it, job done

Ask your sensei if he/she knows anyone who has got a second hand one to give/sell you. You could find yourself in avery embarrassing position if you try making one and its not strong enough!
