Cats see changing light. When they stare, they are observing your movements... no matter how small. If you remain motionless, they will twitch their eyes just a little back and forth to stimulate enough change to resolve their surroundings. This is why they have such excellent night vision as well.
Cats are the most well adapted land mammals on Earth. They can do most everything but fly. They are also very intelligent and don't easily give their friendship except to those whom they feel are deserving. In fact, many cat haters dislike them because they feel threatened by any animal that won't roll over like a dog and obey on command.
Let a cat be your friend by treating it as an equal.

Do you mean stare into your eyes? if so its because they are doing the same thing humans do when they try to stare u out, prove dominance, if u dont know the cat i suggest u dont get into the competition, i have had my own cats attack visitors that try this. By the way dogs can do the same thing. However there is no need to be scared of all cats cos of this, just dont stare at them. My cat trys to do it to me and I stare her out, but im the boss and she knows it. If you mean they just stare at u generally, its their nature, they are natural hunters and like to know exactly who and what is going on around them all the time, once they assess you they usually relax.

in the wild cats stare each other out as a a show of strength, if one cat feels uneasy about another cat it will use this procedure to find out if it is a threat or not, if the cat doesnt look away and continues to lock eyes there is usually a tense standoff until one backs down,more often than not however there is usually a fight.

they are basically sizing you up as an opponent and like most animals trying to exert dominance
most cat owners dont realise that the cat ALWAYS thinks it owns the place and it is in fact choosing to stay with you...rather than you keeping it
they are naturally feral after all and can easily survive by themselves

Relax, they are just curious. There is no reason to be scared. Stare them back, check them out. You'd be surprised to find out how beautiful they are. Who knows maybe they are admiring you in the same way.

2 of mine do that. If i stare at them closely, they will get vicious. It is something to do with the eyes locking.
