CIA is technically in control of all intelligence operations outside of the US that are run by US government. That includes, DIA, NRO, NSA etc. Hence the 'Central' in CIA.
The FBI has a fairly broad purview but still has competition with the Secret Service and ATF for starters, in addition to the state police.
So, administratively, I'd say CIA. In terms of manpower and availability of resources, I'd say they that FBI has an advantage in manpower, but the CIA has access to the NSA's cray supercomputers and the NRO.
Ultimately, its different strokes for different folks - within the US the FBI has jurisdiction, outside the US CIA can do more or less what it likes.

They all have hugh egos. You ask the CIA, they will say they are. You ask the FBI, they say they are. In reality, they are not as good as they claim they are. If they were, the 911 incident would have been averted and no lives would have been lost. As far as the CIA is concerned, where are all these "weapons of mass destruction" that they said existed?

The comparison is really between apples and oranges. The FBI is a federal law enforcement agency(cops/detctives) while the CIA is an espionage agency(spies).

Each agency has its own specific duties so I don't think one or the other is necessarily more powerful. Certainly they have their strengths but in terms of straight up power, eh, they're about the same.
