Well, there's two things to consider. First, how old are you? Second, is it actually against the school's rules.
If the school has a very strict code and does not allow hair below the collar then your out of luck. You'll just have to live with it. If there is no dress code, and it's just the teachers displaying their dislike, they they are the ones who are out of luck.
The first question, about your age, is more subjective. Let me put it this way, if you're old enough that you could realistically move out and support yourself, then tell them too bad, it's your hair, and you'll do what you want with it. If you're not old enough to support yourself then I'm afraid the answer is, you have to suck it and put up with their wishes. It IS your hair, and when you are old enough you will have the rest of your life to do what you want with it. For now, you'll just have to deal with your parent's wishes.

You are only 17. Wait until you move out of your parent's home and then you can grow your hair to the floor if you want. But, as long as you're living under someone else's roof, then you have to follow thier rules. Anyway, long hair on a guy is so untidy and lazy in appearance. Next you'll be wanting to pierce your nose and get "cool" tattoos like your wannabe friends.

Not sure what the teacher has to do with it. But as long as you are a minor, and your parents say no then you must follow their rules. Maybe wait a little bit like a 3 months and ask them again. They must feel your too young to take care of long hair as it is a pain in the butt ! So best of luck to you

You should be able to do what you want with your own hair. I let my children choose what style of hair to have. However, when it's time for school they have to make reasonable changes to adhere to the dress code. Some schools don't let boys have hair touching the collar. You can either cut it just above the collar, or have long hair slicked back into a low pony tail and tucked into your shirt. My two sons have been sporting mohawks of different colors all summer, but they have to wash the dye out, and not spike their hair for school.
...............Just be patient, you will be grown soon enough.

UP to your shoulders?
From where???
Back in the old days(60's). Schools had dress codes.
We lived with them and did not think a whole lot about it.
I never occurred to us to whip out the Constitution, the Bill Of Rights, and ACLU lawyers to demand that we be allowed to let our freak flags fly.
I think dress codes are a good thing.
Just another piece of popular culture left outside the school doors .

have they told you why they dont want you to grow your hair long? perhaps they think it wont suit you?
if its a school rule your kinda out of luck! maybe try and convince your parents and teachers that you are able to look after it and keep it clean while it goes through the "messy stage" and then you could tie it up when its long? COMPROMISE!

Assuming your a guy, wait, you will grow into an age where no one can tell you how long your hair can be. The other option is to go bald, then they will want you to grow your hair.

How can your teachers tell you how long your hair can be. I understand the parent thing, but teacher! Try to talk to your parents.
