Stability, both personally, ecologically and politically.

People that you see dying of starvation in places like Sudan and Ethiopia often die among plenty of food. PJ O'Rourke reported seeing fields of maize and sorghum in Somalia during one of its worst famines.

The reason the people starved was because of poverty and political instability. The food stocks were controlled by war lords and they had no money to buy...

When there is political stability, then even during an ecological disaster food aid and so on can be effective. People can get jobs or start businesses and make money to buy enough to live on. When there is political instability, you'll usually have warring factions preventing food supplies from reaching the people that need it, and tese are stolen and then sold to people with money, while people starve.

Hence political stability is the main criterion for avoiding famine.
