I live in MN and I know they give blight tickets but was just wondering if it had to be the cops or if a person could turn someone in for it. Blight means the yard is really dirty and needs to be cleaned up.

I am sure you can but be aware that your anonymity might not be protected. If its your neighbor, I wouldn't want him to know it was you. You may have to write a formal complaint depending on the particular laws in your state and the zoning regulations in your town which vary quite a bit. Even so, enforcement is always a problem. A lot of these blight ordinances have no teeth in them. The place to start is your town's zoning officer which will prob be at your town hall.

Yes you can report to local council and they will take a look at it

Yea...Call the police and report them...if that don't work, health and welfare.
