comes in, Who is at fault for the incident?

The person who comes in, of course!

The universally-accepted etiquette rule is that if a bathroom door is closed, ALWAYS knock. No exceptions.

The person who doesn't lock the door is at fault. If it was locked, no one could have opened it. Now if the door is locked and is forced open or unlocked with a key knowing full well that someone is inside, then it is the fault of the person walking in while someone is changing.

If the door is closed and the light on, I still think it is the person who didn't lock the door's fault. The person who entered should have knocked before entering, but overall the person in the bathroom has the final responsibly.

In my humble opinion it was the fault of both parties. The person who came in should have had enough common sense to realize that there must have been someone in there when the door was closed with the light on. If it was in the middle of the night however I could understand that someone is half asleep and not really on thier game they could easily forget. They could be needing to pee real bad etc...
As for the person that was in the bathroom goes...
They should have locked the door in the first place if they had even any remote issues about someone coming in on them. But then again that person too could be groggy as well and forget to lock the door.
The moral of the story is who gives a chit about it. Its excedingly petty. Please tell us who wins. I'll be on the edge of my chair waiting ;)

I depends if that person knew that there was someone changing or they didn't know. IF they knew then that is the walk in persons fault. If they didn't know then its the changers fault. Everyone should just lock the door to prevent the matter. So at essence, the changer is really at fault for the incident.

I'd say if the door is closed you should always knock. The only problem with this is some people keep their bathroom door closed all the time for some reason, maybe because that room isn't nice to look at. But if you knock and don't get an answer then you walk in so always knock first.

But we're born naked and die naked (oh wait, no we don't) so who cares?

The door is. It has to lock automatically if someone is approaching to it when there's a person inside. Nobody knows if there's someone in there but the door does, it's its fault.

the person who didn't make sure the door was locked. it is your responsibility to lock it as is when you are at home you close your door, the lights on and you don't lock it. some one opens it whether it be relative or stranger. you are at fault

The person walking in. That person should still knock. Especially if the door is closed AND a light is one.

It depends if the person walking in on them knew they were there. If not then the person changing should really have locked the door.
