i have a complaint about how the pub manager dealt with a situation, i dont think its in a chain of breweries, it might be privetly owned, so how do i take the complaint without going through the manager.

Report him to licensee - name's normally above the doorway - if not your local council's licensing department will be able to give you the person's name

And don't send it to the local paper - if it's something like you didn't like the way he dealt with a customer or customer complaint, a paper isn't going to get involved - it's a consumer issue, not a news story.

You might be able to find the head office for the pub. Saying that, if it is privately owned, the manager may well be the owner or there may be no way of contacting the owner. If it is not part of a chain, it may still be affiliated with a particular brewery so you could find out which one and complain directly to the brewery. Failing that, there should be something like an ombudsman. The staff of the pub will be able to give you a number and/or an address for them.

First write a letter to the pub asking for an apology, cc the letter to the Evening Mail or other local paper, local trading standards officer and to your mp.

If you get no joy then design some posters about the pub and post them on site which will be seen by local people.

you can report the offending manager to your local License Authority which should be located in the Council Offices & also to the local Police Station because both work hand in hand to issue & refuse a license to public house's & also make the pub manager aware of your intentions, if there is cause for concern then the pub manager would have to answer to them both in written form & in person & you have the right to have the information of the out come be handed to you.

Go to the local council Licensing Authority if it is a non-criminal matter, otherwise go to the police!

i have always found that in situations like this the complaints department is closed

My guess would be the owner, but it might take a bit of digging to find out who it is.
