Penguin Bars. Ginger Nuts make the tea too spicy and Digestives, Hobnobs don't really have any special flavour.

With penguins you can do the "Straw Trick":
Bite opposite corners off your Penguin Bar and suck the tea through one of the corners, like a straw. When you feel the tea reach your corner (that you sucked through), then eat the whole bar in one.

It works best with hot chocolate!

It has to be a rich tea. Make sure the circumference of your cup is large enough to take the full biscuit and then take 2 or more at the same time and dunk them together. You can eat more rich teas than anything else because they are not quite as sickening and you also get about 90 in one pack.

Ginger nuts definitely.
Hobnobs leave crumbs in the bottom of the cup, rich tea go slimy.
I personally don't think chocolate covered biscuits work. It's true you can lick the chocolate off them, but then you are left with boring biscuit.
My vote goes to ginger nut every time.

I dunk ring doughnuts or plain chocolate digestives in coffee.

And coconut cookies, hobnobs in tea.

The best is doughnuts in coffee.
