Slice a loaf of French bread on the bias. Rub the slices with olive oil and garlic. Toast them on both sides, then top with a little shredded cheese and broil. Simple and cheap as can be, but keeps something in their stomachs.
Also get a big bag of frozen meatballs. Bake them in the oven to heat them through, then cover them either with BBQ sauce or sweet and sour sauce. Also very cheap and goes a long way.
Lots of fresh veggies. They're cheap as can be this time of year and last longer in the tummy, so people won't eat as much of the rest of your food.

Super cheap - go to a General Dollar store - Family Dollar store or someplace like Wal-Mart - They usually have a canned ham that weighs about a pound. Buy that and pineapple chunks - usually those can be bought at the dollar store too.
Slice the ham into about 1" chunks - or about the size of the pineapple chunks. Drain the pineapple. Get wooden skewers and make alternating pineapple and ham Kebobs and then either grill these on the BBQ grill or bake in the oven until warm. These taste so good, and look great on a Hawaiian themed table.
Also - make your own snack mix - combining several sweet cereals, dried fruit, pretzels, nuts and popcorn - think cheap, store brand cereal, pretzels, etc. Combine these and place in pretty bowls along your table - they are great with drinks!
You really can't go wrong with this dip - it is filling and very flavorful. One pound of hot pork sausage - crumbled and fried and then drained on paper towels. Mix with melted Velveeta cheese dip, a 1/4 cup of milk and a can of chopped green chilies. Warm through and serve with either chips or crackers. Men especially love this dip.

Fruit and cheese are excellent choices for casual party foods that don't require fancy place settings or dishes. Buy fresh fruit in season when you are likely to find certain varieties on sale and fill your table will a variety of cheeses, crackers, and perhaps olives and nuts.
For party beverages, two-liter soft drinks and bottled water are cheap and very easy to serve. Provide ice and cups and allow your guests to serve themselves. Tea and coffee are cheap as is lemonade that you make fresh or from concentrate.
If you plan on serving alcoholic beverages, beer and wine are inexpensive especially if you find a sale. Mixed drinks will be more expensive and you may want to decide against them unless you have a very limited number of guests.

Spam and pinapple or sausage and cheese on toothpicks, tuna salad finger sandhwiches, chips and dip, make some homemade hot wings, little smokies in barbaque sauce in a crockpot, popcorn, use a cake mix to make cupcakes, go to your local dollar store for some ideas, and you can pick up your paper plates, napkins and plastic ware while you are there.

BBQ pork sandwhiches.
Buy a cheap Pork Shoulder, toss it in the crock pot (or big pot over low heat) with chopped onion, some vinegar, salt and Pepper. Let cook for 8 hours in crock pot or until tender in pan. Drain. Add a bottle of BBQ sauce. Serve on mini rolls.

I think you should pick one or two of the suggestions here, and then let your guests contribute their own "Hawaiian" type dishes.
It would be much more fun to have them bringing dishes and definitely less expense and work for you. Besides: people always want to contribute when you throw a party! Always asking what they can bring... now you can let them bring whatever they dream up. Should be fun and interesting, don't you think?

20 bucks or less...get some canned pineapple rings, 3 cans of deviled ham , 2 boxes of ritz crackers, and 1 small package of imatation crab meat
1: cut rings of pineapple into very small chunks
2: put deviled ham into a bowl
3: shred imitation crab meat in a bowl, add mayo to your taste, a little garlic salt, pepper, and a teaspoon of dijon mustard. if you have the time before the ge together, put crackerson a bowl and put a little deviled ham on them and a crab salad on the others and put a small chunck of pineapple in all of them and place on a tray and enjoy.
