Some how I doubt the "Tulle netting" will survive the fountains of beer bongs that will be flowing throughout this party. But thank you for the idea.

Dollar Tree or perhaps Dollar stores - just be sure to check quality of items too.

Tulle netting. Gather up and spread all around your serving tables, tie to chairs, and swag from columns, candle torches, adn basically drape it everywhere. For a night party, run a string of little white lights (white wire, not green) insid ehte softely draped tulle for a cool glow. You can also go to the dolalr store or Goodwill and buy lots of plain, clear glass cups, bowls, plates, and votive holders and burn inexpensive candles, all the same color, in the clear glass holders. On a saucer, put a pillar candle; in a votive holder, a votive. In a coffee cup, a tea light. You get the idea. Just pick one motif and run with it!

you could do tons of streamers and balloons. If you wanted to go a theme route, you could have Christmas in August party. Make little kid decorations, like paper chains, popcorn on a string etc.
have fun.

Oriental Trading is really good for inexpensive decorations. They come in bulk, but it's not unreasonable numbers (like a million tiki laterns). They come in groups of around a dozen for a good price.

Pull out your christmas lights and string them all over everything. Go to a dollar store and buy balloons, streamers or banners that will reflect the lights.

Mr. Chivalry says, "Factory Card Outlet, or Dollar Tree."
