I'm not quite sure what it is, but maybe this recipe will explain:

MASALA MUTTER

3 lg. potatoes, each cut into 4 pieces 4 lg. size red tomatoes, finely chopped 2 tbsp. cooking oil 1/2 tsp. cumin seeds 1 tsp. coriander seed powder 3/4 tsp. turmeric powder 1 tsp. salt 1 tsp. red chili powder
About 1 pound of green peas.

Heat cooking oil and add to it all the ingredients except peas. potatoes, and tomatoes. Stir for 2 minutes and then add tomatoes.

Mutter is also to speak in a low voice so that others are unable to distinguish the words you are using. Similar to mumbling.
