Yes your friend is right. My fiance and I are both proof you can get genital herpes if the person is not having an outbreak.
I got genital herpes over 5 years ago from a guy that I had slept with ONE time. He was not having an outbreak at the time, or showing any signs of the virus. About 3 weeks later I had my first outbreak and my doctor diagnosed me with genital herpes.
My fiance (boyfriend at the time) got the virus from me when I wasn't having an outbreak. About 2-3 weeks after we started sleeping together he developed his first outbreak. I was showing no signs of the virus and was not on an outbreak.
So yes, it is definitely possible to get genital herpes from someone, even if they are currently not having an outbreak. There are rare cases though of people who have been together 10+ years, one has the virus and the other doesn't. This is pretty rare though.
Also, according to Valtrex (one of the companies that make medication for herpes), 70% of people with genital herpes got it from their partner when they were showing no signs or symptoms of the virus (like an outbreak).
If you are getting back into the dating scene it's always a good idea to use protection! Herpes is a virus, so once you have it you will always have it. There is no cure. Luckily it's not deadly like HIV/AIDS is, or cause serious health problems like cervical cancer like HPV can do.

Have you not seen the Herpes commercial? You can spread this sort of thing rather a person has an OUTBREAK or not and what persons fell to realize or accept is Herpes can be spread even with a condom, certain condoms. The only way you can TRUST/KNOW a person does not have this sort of thing is to become FRIENDS and get Blood Test Together wait for results then you will know, But if one is IN A RUSH TO HAVE SEX, then you put yourself @ RISK for EVERYTHING. You are getting ready to start dating again PLEASE BE CAREFUL, There are so many STD's OUT THERE and many are being transfer ed by persons from the Islands and many of these STD'S have NO NAME. I know these things because when I was in Medical School the Instructors did not hold back from sharing INFO. to every student. There is now a NEW Strain of AIDS, there IS Not A cure and this type of AIDS KILLS FAST, It was a time when HIV/AIDS was said not to show itself until years later after EXPOSURE, Now IT IS RAPID, There are persons that are engaging in all types of sexual acts such as having sex with animals the DOWN LOW ect, So I will say just NO YOUR PARTNER. You can get herpes from someone whether they have a breakout or not. I do not mean to be insulting, but you do not have enough knowledge to start having sex with people you don't really know, and once you acquire the knowledge, you might want to wait.
Don't take any risks, because some STDs never go away, and some will kill you. Also, there is no such thing a safe sex. You can practice SAFER sex, but safe sex is a myth.
In any event, the best advice you will ever get on these things is from your doctor. You may as well find a good doctor you can trust, because if you are going to start dating and sleeping with other men, you're going to need one.

Generally, you should always use condoms, even if you believe your partner is clean. The truth of the matter is that some people have STDs and do not even know it. Many STDs, chlamydia, gonnorhea, HPV- the one that causes genital warts, have no symptoms to them, but you can have it and spread it. Herpes is a ***** to get and live with. I know, I caught it from my rapist... lucky me huh? Of course I'm being sarcastic. I inform my love interests always before getting intimate and I always make them wear a condom. Even when I have no symptoms, I can still spread it because I could be in a prodronal stage. You should go to this website: www.cdc.com/std and read up on all this stuff.

You can only trust them if they show you up to date test results. Herpes is spread if the disease is present. So it can be passed with no outbreaks, but it's not as likely. Really that's the least of your worries when it comes to STD's though. That one won't kill you. It's HIV, Hepatitis, Syphilis and HPV you've got to worry about.
