depends on the lollipop and the person. some toy and candy stores sell a thing you stick the stick of the lollipop in that will count the licks for you if you really want to know.

my friend went to the factory and bought a lick counter from the gift shop she counted aroun 1024 licks to get to the center of the tootsie pop

You cant get to the centre by licking only by cutting it can you reveal the centre.
