'Spots' that white stuff comes out and then blood sounds like a staph infection of the skin. It is contagious in that you can give it to others, spread it on your own body OR contract it from others. SO, it needs to be cleared up. Probably go to the nearby health department clinic or private doctor to have them look at it.
Also a good herbal remedy for staph infection of the skin is called NEEM and can be bought online in capsule and as a topical oil. It will clear it up as well.

The only way you can really tell if it is related to HIV is if you go for a blood test. It could be another STD. Get Tested!
