Probably the same reason they don't get hit by my newspaper when I go chasing after them!! Annoying insects!

Flies have compound eyes which allow them to see in all directions and they are very agile fliers. That's why they are called flies!!! So, a raindrop is just a slowpoke compared to a fly. No prob.
But flies usually get in out of the rain themselves if you have ever sat on a porch during a storm.

They do sometimes, its just that they and the drops are so small that its hard to hit.
Try taking a handful of small pebbles and throw up and see how many hit an ant walking on the ground

who says they don't? you'd only see flies that are still flying, 'cause the ones that had been hit would probably be on the ground. so maybe you only THINK that they don't get hit.....
or maybe they have super-freaky reflexes and just dodge the drops....

If you look outside during a rain, you won't see hardly any bugs. They instinctively go to ground until the storm is over.
