As my son took febrile convulsions, I learnt that ice water baths do not cool the body down, rather they trap the heat within.
I know it sounds bizarre but that was from a doctor at the hospital.
Tepid or lukewarm water is best.
Target the hot spots which are the forehead, neck, inner wrists and feet. A damp face cloth with a block of ice inside works well that way.

Another way to reduce body heat, besides some of the methods listed above like drinking plenty of water, is to also eat foods that naturally cool you down. Many Asians, the Chinese in particular, believe that all food has its own energies, thus producing either a hot, cold, or neutral element to the body. If you are hot, you eat the cool foods; If you are cold, you eat the hot foods. However, I don't mean the temperature of the actual food but rather the effect it produces. Thus, you can eat a heated 'cool' food and still have the same effect. Like for example, crab is a cooling food, but most people eat crab hot, which will still have the same effect on the body as eating it cold. It is the actual food itself, not the temperature in which its served. Some other types of foods that cool would be things like cucumbers, watermelon, oranges, lettuce, strawberry, and spinach. You can also use cooling seasonings like mint, coriander, and fennel.

While working in hot weather, a good rule of thumb for fluid replacement is to drink 1 cup of water every 20 minutes while working. Dress in light colors to reflect the heat. Wear porous and loose fitting clothing that allows evaporative heat loss and air to circulate to your body. Rest frequently, preferably in the shade. Wipe cool water on exposed areas in the skin. Dip clothing periodically in water to help cool the skin.

Sometimes the only way to stop possible heat illness and prevent irreparable damage is to cool the victim as quickly as possible. Ice baths cool a victim quickly but require large amount of ice to be effective. Cool water baths can be successful if you stir the water to prevent a warm layer from forming around the body. This is the most effective method in highly humid conditions. Spraying the victim with water combined with fanning is another effective method, though not as effective in high humidity. Ice bags wrapped in wet towels and placed against the large veins in the groin, armpits and sides of the neck also cool the body, though not nearly as quickly as immersion. Some cautions need to be remembered when employing any cooling method.

Use a plant mister to spray the body with a light mist of cool water. This will evaporate and cool you down without shocking the system. Also try wringing a cloth out in cool water and laying it on the back of the neck. Rinse the forearms up to the elbow with cool water; this cools the blood in the large veins of the arms.

um......................the best way to do that keep the body hyradted bu drinking lots of water, avoid stranious actiivty which will thus eliminate sweat. Also wear light clothing and taking a nice cold long bath.

Ice pack on the back of the neck. Works for me when I ge hot flashes.
