Well, it all depends on her likes and dislikes :)
I would suggest doing something that is a little more grown up than hot dogs and burgers, because I know when I turned 16 I thought I was about 21, haha.
Does she like sushi? I think that would be a really fun option and she could choose all of the different types of sushi. You could even set up a sushi bar, where all of her friends can make their own sushi. It's really fun, my friends and I have done that before. If you're interested in that idea, here's a good link for recipes and ideas : http://www.foodnetwork.com/food/et_pa_sushi_party/article/0,1972,FOOD_9867_1712750,00.html
Or, mabye Fondue? That's also really fun, easy, and very social. Here's a great recipe for some fondue:
Chocolate Fondue:
1 cup chocolate chips
1/2 cup heavy cream
4 teaspoon butter
1 cup strawberries
1 package graham crackers
1/2 cup peanut butter
1/2 cup fluff
1 cup pretzel rods
1 dozen Swedish fish candy
Bring cream to a boil and add to chocolate chips and finish with soft butter. Keep in a warm place. Spread the peanut butter and fluff on the graham crackers and make sandwiches. Skewer the berry with 6-inch wood skewers and place all other ingredients around fondue.
Cheese Fondue:
1/2 pound imported Swiss cheese, shredded
1/2 pound Gruyere cheese, shredded
2 tablespoons cornstarch
1 garlic clove, peeled
1 cup dry white wine
1 tablespoon lemon juice
1 tablespoon cherry brandy, such as kirsch
1/2 teaspoon dry mustard
Pinch nutmeg
Assorted dippers
In a small bowl, coat the cheeses with cornstarch and set aside. Rub the inside of the ceramic fondue pot with the garlic, then discard.
Over medium heat, add the wine and lemon juice and bring to a gentle simmer. Gradually stir the cheese into the simmering liquid. Melting the cheese gradually encourages a smooth fondue. Once smooth, stir in cherry brandy, mustard and nutmeg.
Arrange an assortment of bite-sized dipping foods on a lazy Susan around fondue pot. Serve with chunks of French and pumpernickel breads. Some other suggestions are Granny Smith apples and blanched vegetables such as broccoli, cauliflower, carrots and asparagus. Spear with fondue forks or wooden skewers, dip, swirl and enjoy!
Hope she has a great birthday!!!

This depend on where it is a casual dress or formal to semi-formal dress. Dancing and socializing were the main event. At my daughter's 16th. They went for the nachos dip with meat add and chips. The friut with whipped cream went well. Sliced meats and cheese was so -so. Vegetables - not touched. Hot or fried chicken wings were the first to go.Small meatballs in barbecue sauce were a great hit.
After it was over - a lot of food was left to take home to give to the shelters. Trust me - for the teens - whatever you do - don't do much. Have a great DJ (or great music low lights and it's ON! Oh - the cake was gone, too. But, I'm from the South near New Orleans. :)

How about fajitas? That's a really fun option for a party- you can set it up on the counter for everyone to prepare themselves. Just use some brightly colored, fun platters and bowls and fill them up with fajita fixings. Have beef, chicken and shrimp on one large platter with sauteed peppers and onions, rice in a bowl, black/refied beans in another, cheese, pico de gallo, guacamole, sour cream, salsa, etc. Serve with tortilla chips. If you'd like any recipes for these just ask and I'll email them to you.

I would make the menu a theme buffet of her favorite foods..... for the dessert I would suggest a decorate your own cookie or cupcake bar. I work for a university, and do it yourself dessert bars are a huge hit.

well it depends on what kind of theme there is.
If it isnt very fancy then serve mini wenies and pizza and shrimp and things like that....... things that arnt to expensive like shrimp and mini sandwiches and veggie platers are good to. If this dosnt work then ask your daughter what she would like.
