Bumps with hair growing in them actually sound like ingrown hairs. Do you shave down there? Shaving can irritate the skin and cause the hair to get ingrown. And, since you have never been sexually active, chances are it is not an STD.

If it's only on the underside, near where the frank meets the beans, then it's just glands that every guy should have.

No, unless they look swollen or you have burning sensation or itchyness or discharge... if it looks un natural go to a Doc.

you never had sex..so its definitely not std..dnt panic..its just ingrown hair..take a plucker and pull it out..
