King Arthur for all flours. They have strict standards. Alternately, the health food store will sell you whole wheat pastry flour or whole wheat bread flour. Each has a differnt gluten content to better fit your recipe. Bread flour for anything yeasted. Whole wheat pastry for muffins, pies, cakes etc. to make a finer texture. (gluten makes elastic texure of bread, so it makes cakes tough)

King Arthur is great also
and if you can find it, try Hudson Cream flour from Kansas!!!!
