Are you on a diuretic? If not, see your doctor for a check up and be sure to mention the swelling. Better yet, schedule the appointment for later in the day so the doctor can also see it.

What you can do to help, is whenever you aren't on your feet, prop them up higher than your heart.
Avoid salt and salty foods.
Don't cross your legs or feet when sitting as this puts pressure on your veins increasing your chance for swelling.
Don't stand long in one spot.
Drink plenty of water.

I'm sorry to hear about your grandmother's accident. She's lucky to have someone like you to support her. You are doing the right thing at the moment, with the ice, that's good. When you have finished the ice treatment you need to support the injury with a bandage or one of those support socks if she has one handy. The next suggestion is to try and establish if she has broken anything and does she need hospital care. The answer to this is probably yes. They can do very Little for broken toes unless there is broken skin which may need cleaning. The foot is a different story and my guess is that she is probably experiencing a lot of pain. If so I would suggest she should have an evaluation at the hospital where they will advise on pain management. The absence of movement of the toes is not an indicator of a fracture and the only way that can be diagnosed is by and X-Ray. Get her to keep her foot raised as high as is comfortable and try to keep her off her feet for a day or so. If she is not on any other medication then Paracetamol will help the pain. Make a note of what she takes and take the note to the hospital with you. Hope she gets on O.K.

Wear support stockings, don't sit for long periods, when you sit use a foot stool. Put your feet up at regular times during the day.
Make sure your doctor is effectively treating you for all other medical conditions. Ask your doctor if a diuretic medication would be helpful. If you can, lie with your feet resting on something that is higher than your heart,(example, lying on the living room floor with your feet on a chair while watching TV).

Elevate your feet above heart level whenever you are able, do not sit for extended periods of time if possible, wear compression stockings (ask your doctor of pharmacist about this), avoid a high salt diet and talk to your doctor about water pills(diuretics) if at home treatment does not relieve the swelling (edema).

If the swelling is a new symptom and you have not seen your doctor for it please do. Edema can also be a symptom of heart, lover kidney or thyroid disease.

Massage and exercise can also help improve circulation and prevent future swelling.

I see lots of swollen feet due to water build ups. Normally we would ask the patients to elevate their legs. As for diabetes- that needs to go to a specialist.
