Not enough friction to rub the stubble off?

Try wiping a lot more... you could also shave, wax, or use a depilitory cream, such as nair (Actually, nair warns not to use it near your naughty bits)

If removing the hair is out of the question, and wiping doesn't provide enough friction to keep the hair out, there is another way... but you may not like it, and don't ask me for help there.

Because you keep it so well fertilized. Try washing it often and getting a good sheep to keep it neatly trimmed.
