normal blood sugars are between 70 and 120, however for a diabetic, 2 hours after eating a meal (post prandial) should not be over 50 points from where you start out at to begin with.

Diabetes is defined as two or more fasting (not eating for at least 8 hours before) blood sugars of at least 125. However, any fasting blood sugar over 100 is considered to be an early warning sign and indicated you are at very high risk of progressing on to diabetes in the future.

Normal blood sugar levels should be between 70 to 120. When taking your blood sugar make sure it is at least 2 hours before or 2 hours after your meal. Do both for several days and then you will have a baseline to go from

Diabetes is a clinical and Lab diagnostic as are allot of diseases, you would need the symptoms such as polydipsia, Polyuria, Polyfagia and weight lost and one of the following

Random blood glucose of or more than 200 mg/dL
after an Overnight fast a blood glucose more than 126mg/dL in more than 1 occasions.

If somebody has a blood glucose level higher than 200 mg/dL 2 hours postprandial, you can bet diamonds to donuts he is diabetic
