Maybe tone it down with shades of oranges and yellows and whites...or go dramatic with a chocolate backdrop!

Keeping your basic look earthy but light with tan, greens and a splash of yellow will warm the look of your orange countertops.
Fruits and flowers can help here as can random paint splash designs.
If you can't find something you like, home improvement stores have an easy to use kit that will marbalize your countertop without costly replacements and you can choose a new color, assuming you own your home or have a landlord who will let you make the change.

I'm guessing that you're stuck with the countertops that you have, either due to budget or renting, so accent with what you have. I have a sunflower theme in my kitchen and trust me, you can find endless wall and countertop items with the yellow, orange, green and black theme. Another theme that goes with the orange is the new chili pepper theme, there you can find things with the orange, red, yellow and green pepper colors. With both of these themes you'll be able to find things on a low budget if you look in the dollar stores or dollar isles.

Your budget is a challenge, but for something durable and inexpensive what about polished concrete? There's lots of people using that for countertops now - it's poured in place with the proper forms & can be stained, stamped, etc. Not sure how much it would be to have someone do it for you (probably way more than your budget allows) but it's a good option if you don't want laminate or tile and can't afford granite or marble.

you could go w/a 70s theme if you really can't get rid of the countertops.

do an orange (the fruit) theme. go all out. if you do it half way it will look goofy.

i've just started redoing my kitchen white & green.
I went with the ivy. With the patterns of things I've found couldn't you go with sunflowers? That way you could have yellow, green & orange in there. And sunflowers are just about anywhere you go so, it's easy to find stuff for it:)

You can paint your counter tops. I've seen it done on those home improvement TV shows. Go to a Home Depot and ask about the primer you need. Then choose any color you want.

You will have to tone it down with tan or grays. You don't want another warm color in there. This will help keep the heat out of the kitchen!!
