The fluids that can transmit HIV are semen/pre-seminal fluid, vaginal secretions, blood, and breast milk. The virus enters the body through the mucous membranes that line the body, including the vagina, rectum, urethra, and the mouth. In terms of HIV transmission, oral sex is a lower risk activity than anal or vaginal intercourse. Enzymes in the saliva and air weaken the virus significantly. An HIV-infected person's semen has large concentrations of the virus, so it is best to avoid contact of semen with any of the mucous membranes, including the lining of the mouth. There have been very few documented cases in which a person was infected with HIV through oral sex. However, if the HIV-infected man does not ejaculate in his partner's mouth, the risk of transmission is lowered. Risk of transmission is also lower in oral sex on a man wearing a condom. Remember also that there are other sexually transmitted infections, that can be transmitted, some more easily than HIV during oral sex.

Nobody knows enough about this or any disease to say either way. That being said, it's always a good idea to be as safe as possible.
Also, if you're the girl doing this act... think about it... do you really think that is respectful or love if the guy wants to do this in your mouth? Nasty.
