my friend has a fever, and its cold but at the top of his neck is a little warm but down his neck is cold....i have no idea what caused this ..please help

It does happen, to alot of people as well. I do not think that it is fever, it would be related to stress as well. Stress is a very dangerous thing as well, have you tried using a themometer....? It could not be a fever, it could be a mild cough, sore throat..... how long has he had it if it is a few day like 1 or 2 i don't think there is any thing to be seriously alarmed with. If its been like weeks then you have to go to the doctor and the doctor will tell you what is exactly wrong with you.

It is possible, There are fevers which doesnt show the symptoms of excessive heat from the body.
