basically you can get crabs (pubic lice) or if you have an open wound on your but cheeks and the toilet has dried blood on it up to 2 weeks fresh you could get hepatitis ...
scabies .. not a std
paper to protect against dried blood and germs would work , scabies and crabs are creepy crawlies and will scatter to look for a new host , unlikely to get from toilet yet possible ... i don't think paper will keep them at bay for too long ...

If the water touches you and it has bacteria or other infectious agents in it, then it would be possible for you to "catch something," but still highly unlikely. Sexually transmitted infections most often come from sexual contact with an infected person.
If you are using a public toilet, I do recommend wiping off the seat firmly with toilet paper before using it.

The only way to catch an STD from a toilet seat is to either grind your hoochie all over the seat or to have huge open sores on your butt that you rub all over the seat. I suppose if you licked the seat, it could happen, too.
If you actually use the toilet as intended, you can't catch an STD.
But realistically, you have better odds of catching an STD using the door handle of the restroom than the toilet seat.
If you're still paranoid and feel you MUST "hover" - please, please, please, for the love of all that is decent - wipe up your mess.

usually cleaning it first is enough
you could learn to pee standing up as a protection.
perhaps try practising outdoors until you build up confidence.
