Most viruses die as soon as they hit air even HIV, but Hepatitis is one that can live on surfaces days afterwards. I always use toilet seat covers or toilet paper to line the seat.

No. I assume you sit on a toilet seat with your buttocks and bottom of your thighs and that you don't rub your genitals all over it. Even then, it is nearly impossible to pick up an STD from a surface. If we transmitted STDs from surface contact, like the flu, they wouldn't be classified as Sexually Transmitted Diseases, which you mostly get through sexual contact.

I'm not sure, but STDs aren't the only diseases you can get. Just take the TP and cover the seat. Just common sense.
