If its is brown freckles and at normal size no pain, what so ever then that is normal, as far as i am aware of. If it has enlarged and darker or like purple then it should be worrying. You said that this is for someone else, i hope that person is okay

Probably not. Freckles are areas of the skin with concentrated levels of melanin, a chemical in your skin that determines skin color. They are usually small, circular and various shades of brown. The condition known as Kaposi's Sarcoma, is HIV/AIDS related and presents with purplish skin lesions, typically found on the face, and of varying sizes. This condition does not appear the same as a freckle.

so they have said that purple freckle like marks mainly on the neck are a sign of HIV.

That depends on the type of freckles. Were they there all along, or did they recently develop? Are they of an abnormal color? Tell the person to go get checked out?

Freckles can be developed after too much sun exposure as well.
