1. Lower the heart rate
2. Lower the heart's oxygen consumption (reduce demand)
3. Prevent fatal heart rhythms (arrhythmias)
4. Prevent heart rupture
5. Prevent reinfarcts
So they are good, even without high BP.. if they are not contra indicated

Beta blockers are useful in myocardial infarction because apart from reducing blood pressure they decrease the heart rate and reduce the oxygen demand of myocardiun. However if the individual is not hypertensive they may result in hypotension and may precipitate a syncopial attack.Therefore Beta blockers in normotensives must be prescribed only to inpatients and in oupatients under strict medical supervision.

Yes, they are used to keep heart rate from getting too high. By doing this they keep myocardial oxygen demand low.
