You can stretch your budget by using lots and lots of in-season veggies. Breaks ears of corn in half, so that the 5/$1 turns into 10/$1.
Skewers of veggies with a couple of pieces of chicken or beef each are also great. Have some nice soft pita bread or tortillas for people to slide them onto, along with some Greek tzatziki sauce or sour cream and salsa.
Instead of plain burgers, stretch the meat by mixing up your favorite meatloaf recipe and either shape them into burgers, or roll them into meatballs. Brush them with BBQ sauce just before serving.
Pasta, veggie and potato salads are great budget stretchers, especially when you do some without mayo or sour cream so that they last longer through the day...like German potato salad, Greek potato salad, spaghetti salad dressed with vinaigrette, chopped tomoatoes, olives and feta cheese. Or make up a wonderful potato salad by adding both red and yellow potatoes with sweet potatoes to make up your favorite recipe.
Anyway, there are lots of way to make a little meat go a long way. Hope you have a wonderful party.

I have a lot of BBQ's every year with about 20-30 people. I try to cover the 3 meat groups.
Kid fair (burgers and dogs)
Chicken for ladies
Steak and Ribs (or sausage if you are on a budget) for the men.

I would take the route of beef (either stake or burgers), chicken (grilled on the BBQ), and fish. That way everyone should be able to choose what they like. Don't forget to have a variety of salads (at least 3). I also like to have a platter of freshly cut fruit (apples, pears, orange wedges, papaya, kiwi) as well as fresh veggies and a simple dip.

Buy item that are on sale at your favorite store. Stores always have ground beef, usually some type of chicken maybe a good smoked sausage or brats. But try to shop there Ad all the items are sold at cost or below and will make your dollar go the farthest.

Depends on what impression you want to make,if an upper class party then go for much richer meat like steak, tuna, beef or even flavored chicken.
Or keep it simple with things like southern fried chicken, hamburgers, hot dogs and even bacon?

You can do Kabobs, beef, chicken, fish, shrimp, veggies, whatever. I think they are a great option for BBQ's because you get to have a little bit of everything rather than one chicken breast or one steak.
You can try

or

for reicipes.

I'd do chicken, beef and pork and a veggie alternative for the vegans.
