when he breathes it is raspy, while he sleeps he foams at the mouth and coughs, once in a while he will vomit. He sounds like he has trouble breathing once in a while. Also when he sleeps you can see his chest move like he's been running. Looks like he takes a break in his breathing... While he is awake he breathes heavily.

I hope you have already taken him to the hospital. Breathing problems are nothing to fool around with, especially in a young child.

You need to be talking to a physician for this. Problems could include asthma, allergic reaction, reflux (stomach contents going back up esophagus and getting into lungs), it could be a heart condition where the heart does not pump the blood efficiently and fluid builds up and backs up into the lungs (congestive heart failure), it could be cystic fibrosis, simple upper respiratory tract infection (such as a viral illness - common cold or a flu virus). You need to take your child to a physician.

This sounds like you should take him to the ER and get him looked at now. It sounds like there is a lot wrong and you won't be able to treat that at home.

Could be pneumonia, if he has a fever.
It may be something more serious, like a heart problem.
Get him to a doctor ASAP, and if that means an ER, do it.

Get him to an emergency room or doctor NOW. And don't worry if you don't have insurance or can't pay... it will get taken care of one way or the other. GO NOW!!!
