try typing the number into Google, if it is a business it may find it.

if it is a landline, ie starts 01, the area code is next. I think there is an index on the web to give the area, then you can look them up by name in a directory or use 192.com.

incidently, area codes are in alphabetical order, eg 0121 is Birmingham, 0151 Liverpool, 0161 Manchester, etc. If a town started with a W I would expect their code to start 019.

In Canada we can go on canada411, it is the telephone directory on the internet and choose reverse phone #.
You submit the phone # and then the name and address will come up on the site.

If it is a mobile number it is very difficult to ascertain. If it is a landline, then u can find it through the online searchable directory services .Check the concerned directory.
