want to ask the role of parents, teacher and school for mentally retarded person to live independently. can they change to be a better person through them.

Depending upon the level of functioning in a mentally challenged person, or physically challenged for that matter, they can certainly be trained to live in either assisted living environments or by themselves.

With assisted living environments, they gain the opportunity to use resources of people who work there in the home to help them with food prep and meds, etc.

Through family, social workers, assisted living, vocational rehab, and other people that are available to help mentally challenged individuals, they could do just about anything that is within their OWN potential.

Also, most of the time they need to go through the state in which they live to attain services such as assisted living/vocational/etc.

I have a mentally ill neighbour.
He can't stop himself pulling out window shutters, so our whole level close our window very tightly.
Besides that, he is a fine man.
