Yes, because the way that the world is today is prdominatly violent. The more things that we can do to turn this world back to the moral, decent society that it once was, would be better for everyone.

No. It is up to parents to pay attention to what their children are doing.
Actually be a parent in other words and not expect the rest of the world to make laws to do it for them.

no for what reason?
If parents spent more time with their kids, and actually taught them the difference from right and wrong , and shared with them the things that actually happen when someone shoots another person instead of hiding it from them. and taught them about decision making instead of always deciding for them, don't get me wrong... parenting should be applied. but teach them how to decide and what the consequeses could be and more kids would make better choices.
