Odd question but you could say the same about why some people born with brain damage. Maybe it's genetic or possibly it is an underdeveloped baby.

The same reason some people are born excessively hairy, or with tails. It's a defect.

My son is born with web feet all his ties and it's nothing every one is diff in every way
