Bali is a pretty island, much to see and activities you can participate in. Climbing Gunung Agung, take a walk along the beach, surf, visit the culture village & temples, club hopping in the night. Everything from food to lodging is cheaper.
Jeju is nice in the summer too. My friends has just came back from there. They have a relaxing and enjoyable trip to Jeju.
My personal choice would be Bali.

Jeju has its own merits... not too many foreign tourists, mostly Korean tourists and honeymooners.
More tropical than you think, too. Palm trees! (Think Hawaii). Beaches, great resorts, horse riding, and interesting cultural atmosphere.
C'mon, everyone goes to bali... haha. Just kidding, but Jeju's pretty interesting.

No beggars, and I can eat delicious Jeju oranges.
Not going to get over-charged, less likely to get my money stolen.
