I have been reading and hearing about this new technology where they say that you can pause Live TV on PC or record it and play it again later. Is this because of software or some new hardware? If software which is it, or if it is due to hardware what is the specification?

With a PC with Microsoft XP Media Center Edition, you can record tv-shows, pause live tv and also watch pictures, DVDs, listen to your music etc. Apple has similiar systems (Front Row) but TV recording is not (as of june 2006) integrated yet). Have a look at Eirikso.com for lots of tips on how to set it up and which software/hardware.

It's both things: Hardware and Software.

For hardware, you will need a multimedia video card. Something like ATI Radeon All - In - Wonder editions. They feature a FM and TV Tuner allowing you to hook up an antenna or cable reciever to it.

For software, that's the thing that pauses, records, rewinds, and plays back movies.

i dont know about tv but pc surely can. when you watch streaming video packets are recieved by your computer .so when you pause the packet fetching stops and you can continue from there afterwards. microsoft longhorn has this capability
