Brother its the pre-knowledge . for example if you give a question paper of 10th standard to a student of 5th standard and you say : doesnt matter how much he tries he wont pass the exam. you know that he cant do it.... same is the case is here God gives choice to us and its upto us to make the choice but God knows which choice we are going to make ....he doesnt force but he has the pre-knowledge ...

The first one is speaking to the Prophet(peace be upon him) telling him that no matter how much you preach Islam some will not believe.
The greatest punishment on this Earth is to be lead astray from God. These people that God set a seal on their hearts and hearing was because of their own disbelieve. They heard the word and would not except it in any way. They fought against Islam so God sealed their hearts even further from the truth.

1. That is some advise for prophet Muhammad from Allah. Prophet Muhammad was so exhausted to preach Islam but The Meccans didn't hear. So, Allah told The Prophet that not everyone can accept Islam. So, advance to the next target (other Kafirs)! (my thought)
2. You have seen some Chrs or Jews or another religion's saw some proof sites about the truth: Islam, right? like thetruereligion.org or something. But they still don't believe that Islam is the right path. I wonder why... But after reading that verse, I know why.

i believe that is it their guilt not to have faith. when i read this verse, i'm sure god talk about people who denying the truth. the verse no 7 is the continuation of verse 6. when they deny the truth, so.. god no longer give the the truth.
2:6 BEHOLD, as for those who are bent on denying the truth [6] - it is all one to them whether thou warnest them or dost not warn them: they will not believe.
2:7 God; has sealed their hearts and their hearing, and over their eyes is a veil; [7] and awesome suffering awaits them.
[6]In contrast with the frequently occurring term al-kafirun ("those who deny the truth"), the use of the past tense in alladhina kafaru indicates conscious intent, and is, therefore, appropriately rendered as "those who are bent on denying the truth". This interpretation is supported by many commentators, especially Zamakhshari (who, in his commentary on this verse, uses the expression, "those who have deliberately resolved upon their kufr"). Elsewhere in the Qur'an such people are spoken of as having "hearts with which they fail to grasp the truth, and eyes with which they fail to see, and ears with which they fail to hear" (7:179). - For an explanation of the terms kufr ("denial of the truth"), kafir ("one who denies the truth"), etc., see note 4 on 74:10, where this concept appears for the first time in Qur'anic revelation.(Quran Ref: 2:6 )
[7]A reference to the natural law instituted by God, whereby a person who persistently adheres to false beliefs and refuses to listen to the voice of truth gradually loses the ability to perceive the truth, "so that finally, as it were, a seal is set upon his heart" (Raghib). Since it is God who has instituted all laws of nature -which, in their aggregate, are called sunnat Allah ("the way of God") -this "sealing" is attributed to Him: but it is obviously a consequence of man's free choice and not an act of "predestination". Similarly, the suffering which, in the life to come, is in store for those who during their life in this world have wilfully remained deaf and blind to the truth, is a natural consequence of their free choice -just as happiness in the life to come is the natural consequence of man's endeavour to attain to righteousness and inner illumination. It is in this sense . that the Qur'anic references to God's "reward" and "punishment" must be understood.(Quran Ref: 2:7 )

Allah is depicted as a sadist in the Qur'an so presumably he wouldn't be happy without some humans to torture.
[2:126] "As for him who disbelieveth, I shall leave him in contentment for a while, then I shall compel him to the doom of Fire"
[4:56] Lo! Those who disbelieve Our revelations, We shall expose them to the Fire. As often as their skins are consumed We shall exchange them for fresh skins that they may taste the torment.
8:14 That (is the award), so taste it, and (know) that for disbelievers is the torment of the Fire.
10:4 ...as for those who disbelieve, theirs will be a boiling drink and painful doom because they disbelieved.
17:10 And that those who believe not in the Hereafter, for them We have prepared a painful doom.
18:29 Say: (It is) the truth from the Lord of you (all). Then whosoever will, let him believe, and whosoever will, let him disbelieve. Lo! We have prepared for disbelievers Fire. Its tent encloseth them. If they ask for showers, they will be showered with water like to molten lead which burneth the faces. Calamitous the drink and ill the resting-place!
22:19 These twain (the believers and the disbelievers) are two opponents who contend concerning their Lord. But as for those who disbelieve, garments of fire will be cut out for them; boiling fluid will be poured down on their heads, Disbelievers will wear garments of fire, boiling fluid will be poured on their heads, their bellies and skin will be melted, they will be tormented with iron hooks, and when they try to escape they will be driven back with the taunt: Taste the doom of burning.
22:20 Whereby that which is in their bellies, and their skins too, will be melted;
22:21 And for them are hooked rods of iron.
22:22 Whenever, in their anguish, they would go forth from thence they are driven back therein and (it is said unto them): Taste the doom of burning.
... And so on, and on, and on, and on, ad nauseum. Utterly vile.
