Well you have two options available. One you could be seriously harsh, and bring down your frustration on him, let him know exactly how you feel and emasculate him. He probably will think you are a ***** for it and rightly so cause that how you loose a guy being a *****. Or two you could actually give him a chance and see how it goes, a couple of dates won't kill you, the guy obviously likes you or he wouldn't be persistant.
Of course if he's like super creepy perv asking you out go with option one.

Tell him straight out that you don't like him and you'll never go out with him. Tell him "You're mistaking not being rude to you as friendship".
Be honest and straight forward. Some guys will fantasize that they have a chance with you unless you stop them in their tracks.
