as long as the person has good feedback, then yes. My father basically lives on e-bay. He has bought three cars, a motorcycle, and countless camera parts, and a few other odds and ends.

Just make sure you are buying a name brand item, that really matters for your performance. As far as ebay, I have bought tons of car parts, car audio(the best place to get it!!!), and much more. yes feedback can tell you alot, but sometimes people with no bad feedbacks have sent items that were not "as-advertised". look out for stuff that is sold as "New" when its actually used. just inspect the stuff well, and use paypal for better security. paypal helps, but they have screwed me before when the seller lied about the item condition. the BEST is to pay by credit card. if the item is not right, make a claim to the card company and they will take back the payment until the seller or paypal can prove you wrong. This is why on paypal payment options they always want you to pay by your account balance or their link to your checking account. if you get screwed, it is you against paypal, with the credit card, the card company has your back.

I've bought and sold car parts on ebay with much success. Recommend checking their feedback before you make your bid - just to get a feel for how they do business on ebay.
