In order to fit three 4x6's on one 8.5x 11" sheet, you have to put two of them side by side vertically, and one horizontally.
I have not seen any software do this automatically, so I have done it with Cut and Paste. Try this:
. Open a new canvas in your photoediting software sized at 8.5x11".
. Open one of the 4x6 pics you want and Rotate it to vertical
. Edit/Copy it, then Paste it into the blank canvas, positioning to one side at top.
. Do the same with the second 4x6, positioning to the other side at top
. Edit/Copy the third 4x6, leaving it horizontal, and Paste into the botton half of the canvas.
. Print the canvas, getting all 3 4x6's
Second idea (if you have a zero margin printer):
. Take scissors and cut three 4x6" (or larger) pieces out of the 8.5x11" paper. Print 4x6's separately.

Yeah i got one with a bunch of stuff like that. It came with my computer and i think it is Photo Printing Wizard.

I do mine on a scanner. The scanner is good for many things. They are cheap.
I blow up a lot of those prints to full sized sheets.

msword will do....set the paper size edit the size of the photo...copy and paste.....and print.......
