Is there a certain way someone should act based on their age? or is it wrong for some to look, feel and act younger than they are?

Usually it means that someone is acting in an immature and irresponsible way. If someone, say at 30, is acting like they are 15 then it's time for them to put away their childish behavior and start acting like the adult their age says they are.
There is nothing wrong with acting youthful, which is not the same thing as not acting your age.
If they can't or won't then there is probably something se-e-e-riously wrong with them.

It means that someone should not act immature. If a teenager is acting like a toddler, for example having a temper tantrum, their parent may tell them to "grow up and act their age." It is at that moment the parent's way to tell them to make a quick reality check. The same can happen when an adult does something stupidly childish for their age. Their friend may tell them to grow up and act their age (again as a reality check).

There are things society believes an person at a certain age should do, but there is no way to define what people actually do at that age.

It means that - whoever you're talking to is tired of listening to your bullshit excuses - or watching your bullshit actions! Hopefully - you don't get much of that from people you're around - if you do - listen to them and "grow up and act your age" - you know how old you are don't ya!
No matter the age you are - or the age you act and feel - if you have to convince yourself whether your behaviors and actions are correct - that's usually the first sign that you need to reevaluate!
You know whether your actions are appropriate!
If you don't and carry it too far - a stranger you don't even know - will shock you back to reality - their actions will be verbal, attitudes, and stars of disgust!

Just what is says. Don't act under your age level. Maturity is very sexy. Try it.
