My sister says that he just needs a little company. I tried that but he constanly does that.
Some body please tell me why he does this

He's more than likely keeping himself clean. Some dogs will do it more than others and some will become obsessive if they aren't given something else to do. It can simply be boredom or it could be an infection. Check to make sure he doesn't have any mucus or a foul smell. If he does then he should be examined by a vet.

If you want to try to stop him there is a shock collar that has a remote control. When you see him go at it, give him a buzz. Trust me it is the only thing that will stop a horny dog. And a boyfriend I had once, but that's a different story.
Oh, BTW, neuter him is he isn't, that will probably stop the problem in its tracks.

dogs often do it, but if he seems to be doing it excessively, for examle sitting to do it suddenly when he is walking or waking up from sleep to do it.......
then check for parasites (ticks, fleas, lice, etc). If that is clean, take him to a vet to check for any infections.
If he is clean on all the things, and he still does it excessively, you can consider neutering him, but it may not necessarily solve the problem. Horny dogs will generally scamper off in search of bitches rather than sit and lick themselves. It might be worthwhile to see if there is a female dog in heat nearby that he knows of, but cannot access.

Its pretty normal, so they say that some dogs are just more excited than others and by excited it doesn't have to be sexually they might not have seen you for a long time, get excited over going for a walk, all you have to do is point at their penis and ask 'what's that!' and they usually get embarrassed and walk away.
I have a male dog and he does when he gets over excited.

lol. Its a dogs natural instinct to clean his/herself. And maybe it tastes good to them, lol! my dogs do the same too, and I questioned it too. One day I simply concluded its naturally instinctive for dogs to lick themselves like that.
Heck male dogs will dive their noses in other dogs markings just to get good whiffs, but its their natural ability to detect hormonal scents released by other dogs. This is also what drives male dogs crazy.. when the smell females around in heat. My 5 year old German Shephard scaled an 8 ft wall while my neighbor's retriever was in heat.

He's in heat or has jock itch! Fleas maybe?? Could be some ticks, they do make their way inside the dog and could cause irritation, could be a lot of things.. Take him to the vet!

dogs cant help doing what there instincts tell them and getting them neutered doesn't help. Theirs not much you can do.
