Vinegar will not soften your hair, it is too acidic. It will give shine however, because it strips all the oil out.

vinegar helps to get rid of dandruff, if you want to soften & give your hair shine try a good quality conditioner

I don't know about hair, but I know vinegar makes my shower curtain more supple when I use it in my washing machine, along with detergent and baking soda. If it does it for fabric, why not hair?
I know Listerine will take the extra chemicals out of your hair, thereby leaving it softer and more natural.
