( Proverbs 25:11) Not only is the verse beautifully stated but it is filled with wisdom.
Words do have unusual power and especially so if well spoken. You can tell a person almost anything if you say it in the right way. People are not nearly so threatened or hurt by an idea many times as they are by the words which are used to express it. Almost anything can be expressed if it is said properly and wisely. Even negative statements may be expressed well.
We sometimes hear people say that, " just tell it the way it is and let the chips fall where they may ". While it may be all very well and true, people do need to know the facts, we may think that we are being straightforward and honest but actually we are being uncouth and rude.
You my dear, have to reprimand this fellow, but you can do it with well chosen words. Keep in mind that being tactful inspires confidence.
Put it to him in a way that he will be able to gain an understanding of the situation that will enable him to want to change. Do not expect him to change overnight, you have to allow him time to see things in a different light.
With your carefully chosen tactful words you can impress upon his mind that he needs to do something about the situation.
Good luck and I seriously hope you will honestly reverse this situation.

You get tough,and I do not mean talk nicely to him.If he was man enough for the Marines he is man enough to take responsibility for his actions and his life.He had the self dicipline to make it through the Marines,and now he needs to use what he learned to bring himself together.Bring along some people he respects highly and tell him what his problem is.If you don't do it NOW you will have an ex-prisoner instead of an ex-Marine.Good luck.

Cut him off. Tell him he needs to pay for his own food and give him a deadline to start paying rent. He'll either have to get a job or move out.

Did he serve in the Iraqui war? Let him! he earned it. Is he depressed? Friends that died over there?

Unless.......he's never been deported and he's just a waste of space. ....then kick him out. You'd be surprised how tough love will FORCE him to sink or swim!!
